In the middle of July, the National Energy Administration issued the Annual Analysis Report on Power Business Qualification Management (2022) (hereinafter referred to as the Qualification Report) and the Annual Analysis Report on Power Industry Credit Status (2022) (hereinafter referred to as the Credit Report). On August 2, at the online press conference in the third quarter of 2022 held by the National Energy Administration, the head of the Qualification Management Center of the National Energy Administration introduced in detail the purpose and main contents of the two reports.
The Qualification Report is the first annual analysis report on qualification management issued after the comprehensive implementation of the system of notification and commitment of qualification license for power business, and the Credit Report is the first annual report on comprehensive evaluation of public credit in the power industry in China.
It is understood that the National Energy Administration has issued the annual analysis report on qualification management for three consecutive years, but the Qualification Report issued this time is the first annual analysis report on qualification management issued after the comprehensive implementation of the system of notification and commitment of qualification license for power business. The Credit Report is the first annual report on comprehensive evaluation of public credit in the power industry in China.
It is reported that by the end of 2020, the qualification and credit information system will be put into full operation. While realizing the "One Network Access" and "One Network Access" for licensing and credit business, it will also provide a data base and platform support for the system to sort out and analyze the qualification licensing and credit status of power enterprises. Based on the data of the qualification and credit information system, the preparation and release of the Qualification Report will help the public fully understand the implementation of the power business qualification license, improve the transparency of government information, and further play the role of the power business qualification license system in maintaining market order, stimulating market vitality, optimizing the business environment, etc; The preparation and release of the Credit Report aims to strengthen the early warning of credit risk, assist in hierarchical and classified supervision, promote market players to continuously improve their credit level, and provide decision-making reference for building a new credit based regulatory mechanism and promoting the high-quality development of energy (electricity).
At present, the two reports have been issued to all dispatched agencies and relevant electric power enterprises and associations, which can be accessed by the public through the portal of the National Energy Administration.
Focusing on deepening the reform of "release, regulation and service" and fully implementing the notification and commitment system, the Qualification Report has added the content of licensing mode reform and innovation.
In August 2021, the National Energy Administration will actively implement the reform requirements of the State Council on "separation of licenses and certificates", fully implement the notification and commitment system of electric power business license and installation (repair and test) electric power facilities license, achieve the "three zero" effect with the "three reductions" measures, focus on stimulating the activities of market players, and optimize the electric power business environment.
It is reported that, as the first annual analysis report on qualification management issued after the comprehensive implementation of the power business qualification license notification and commitment system, the Qualification Report summarized the effectiveness of the power business qualification license notification and commitment system, sorted out the distribution and development of more than 40000 power business license, installation (repair, test) power facility license holders, and analyzed the main business types, installed capacity Characteristics and changes in economic nature.
According to the Qualification Report, by the end of 2021, the number of power generation, transmission, power supply and installation (repair and test) power facility enterprises that have handled the qualification license of power business in the form of notification and commitment system in China has totaled 3196, accounting for 41% of the total amount of business handled in the current period, indicating that the notification and commitment system has been vigorously promoted, the market has responded positively, and the administrative efficiency has been effectively improved.
After reflecting the distribution and development of licensed enterprises and analyzing the characteristics and structure of licensed enterprises, the Qualification Report focuses on the qualification management and the construction of new power systems. According to the Qualification Report, in 2021, under the background of the "dual carbon" policy, the development of new energy power generation will continue to accelerate. Among the new licensed power generation installations, the installed capacity of wind power, solar energy and other new energy will continue to grow to 74803 megawatts, which will continue to exceed the new installed capacity of thermal power in the same year, becoming the new main force of power generation. The Qualification Report also shows that in 2021, all agencies of the National Energy Administration will cancel the licenses of 177 units that have reached the design life, involving 1602 MW of capacity; Through the safety assessment, 150 units are allowed to continue operation, involving a capacity of 8191.3 MW. In addition, in 2021, the agency of the National Energy Administration issued electricity business licenses (power supply) to 36 incremental distribution projects, all of which are pilot projects. By the end of 2021, the cumulative number of certificates for incremental distribution projects has reached 213, including 191 projects in the pilot area. The total proportion of evidence collection for the five batches of pilot projects was 41.61%. According to the process of obtaining evidence in each province, the proportion of obtaining evidence for pilot projects in about half of the provinces has reached more than 50%.
From the perspective of the power industry as a whole, enterprises with certificates, areas under the jurisdiction of dispatched agencies, power groups and their affiliated enterprises, the Credit Report reflects that the credit status of the power industry is generally good, and some enterprises are dishonest or even seriously dishonest, which needs to be paid great attention.
It is reported that the Credit Report, based on the collected and shared credit information, makes statistical analysis on nearly 60000 electric power enterprises from multiple dimensions, such as overall credit status, types of enterprises with certificates, areas under the jurisdiction of dispatched offices, electric power groups and their affiliated enterprises.
The Credit Report shows that the credit status of the power industry is generally good, with 56540 excellent and good enterprises, accounting for about 95%; 1110 poor enterprises, accounting for about 1.9%. From the perspective of the overall credit status of the licensed enterprises, the Credit Report shows that excellent and good enterprises account for about 96%, 1 percentage point higher than the overall level of the power industry; Poor enterprises accounted for 1.3%, 0.56 percentage points higher than the overall level of the power industry. All certified enterprises in the power transmission category are excellent and good, but not intermediate and poor. From the perspective of the jurisdictions of the dispatched offices, the Credit Report shows that the North China Regulatory Bureau, the South China Regulatory Bureau and the Shandong Regulatory Office have a large number of superior enterprises; Fujian Regulatory Office, Jiangsu Regulatory Office, Zhejiang Regulatory Office, Shandong Regulatory Office and East China Regulatory Bureau accounted for more than 20%. The Northeast Regulatory Bureau, North China Regulatory Bureau and Central China Regulatory Bureau have a large number of inferior enterprises; Guizhou Regulatory Office, Henan Regulatory Office and Shanxi Regulatory Office accounted for a relatively high proportion, both exceeding 2.8%. From the perspective of administrative credit information, the Credit Report shows that there are 432 pieces of administrative penalty information issued by the agency of the National Energy Administration, involving 419 enterprises, and 126 pieces of credit repair, involving 118 enterprises.
The Credit Report shows that the headquarters of large power groups are in good credit condition and have no dishonesty, but some of their affiliated enterprises have dishonesty. Sixteen power groups and 8356 enterprises collected as the analysis samples, 8103 of which are excellent and good, accounting for about 97%, nearly 2 percentage points higher than the overall level of the power industry; Poor enterprises accounted for 0.22%, 1.64 percentage points higher than the overall level of the power industry. The Credit Report encourages power group enterprises with good credit status to play a leading role in helping the industry credit construction.
